APHIS Updates PPQ Manuals for Dec. 19-22

The Animal and Plant Health Inspection Service announced changes Dec. 19-22 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections:

Chapter 3-2 Avian Products

  • Page 3-2-7 under Warning Box - language has been added at the end of the warning
  • Table 3-2-5 Commercial Consignments of Canned Quail Eggs - typo has been corrected
  • Table 3-2-6 Edible Eggs and Egg Products - FORMER second row has been deleted
  • FORMER Table 3-2-7 Edible Eggs and Egg Products from Countries Affected with HPAI - table has been deleted (subsequent table numbering has been changed to reflect the deletion)
  • Table 3-2-7 Edible Eggs and Egg Products from Countries OTHER THAN Canada - table title has been changed; language in the third cell of the first column (If the country or region of export is:) has been corrected; "moon cakes" row has been added in the second column (And the importation is:); language has been corrected and added throughout footnote #2
  • Table 3-2-8 Fresh, Unfertilized Eggs - NEW third column (And the importation:) has been added; language in the first and second cells of the second column (And are for:) has been corrected; language has been corrected and added throughout footnote #2
  • Figure 3-2-1 Requirements for a Foreign Official Veterinary Certificate Issued for Fresh, Unfertilized Eggs for Food, or Eggs from OTHER THAN Canada - language has been corrected and added throughout the figure
  • Table 3-2-9 Commercial Consignments of Moon Cakes - language in the second and third cells of the third column (And the importation is:) has been added; language has been corrected and added throughout footnote #2
  • Table 3-2-10 Whole Egg Shells - language has been corrected and added throughout footnote #4

Chapter 3-10 Hides and Related By-Products

  • Table 3-10-10 Untanned Skins or Capes of Birds WITH or WITHOUT Feathers - deleted FORMER first and second rows; NEW third column (And the importation:) has been added; language in the first cell of the first column on page 2 of 3 has been corrected; "museum" bullet has been deleted from the first cell of the second column on page 2 of 3
  • Table 3-10-11 Feathers ONLY or Products Containing Feathers (Such as Coats, Comforters, Crafts, and Pillows) - FORMER first four rows have been deleted; language in the first cell of the first column has been corrected; NEW third column (And the importation is:) has been added

Chapter 3-20 Trophies

  • Table 3-20-3 Feathers-ONLY Trophies That Are NOT Fully Taxidermy Finished (page 2 of 2) - FORMER first two rows have been deleted; language in the first cell of the first column has been corrected
  • Table 3-20-4 Trophy Hides, Capes, and Skins That Are NOT Fully Taxidermy Finished (page 1 of 3) - language in the first cell of the third column has been corrected

Appendix C List of Foreign Countries and Their Disease Status

  • Page C-1-2 under HPAI heading - Canada (only the primary control zone in the Province of British Columbia) has been added; the same language has been added to footnote #2
  • Table C-1-1 Foreign Countries and Their Disease Status (page 3 of 15) - "HPAI" has been added in the fourth column (Disease status affected with:) of the "Canada" row; language has been added to footnote #2

Glossary

  • Page Glossary-1-3 - "approved establishment" definition has been refined
  • Page Glossary-1-13 "commercial birds" and "commercial poultry" entries have been added change

Pelargonium Facilities List: The list of Approved Pelargonium spp. Facilities authorized to export Pelargonium spp. cuttings to the United States (here) has been updated, 12/2014-18, to change the certification end dates for some facilities. Revisions are indicated by a black change bar in the left margin of each page.

Miscellaneous and Processed Products: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information:

Chapter 3 Reference

  • Table 3-14 Bags, bagging, and covers used to hold or cover root crops - link to the Canadian Food Inspection Agency's (CFIA) list of potato cyst nematode-infested areas has been added in footnote #1
  • Table 3-94 Insects, earthworms, pathogens, and similar LIVE organisms - link to the Canadian Food Inspection Agency's (CFIA) list of potato cyst nematode-infested areas has been added in footnote #1
  • Table 3-102 Packing material (soil) - link to the Canadian Food Inspection Agency's (CFIA) list of potato cyst nematode-infested areas has been added in footnote #2
