APHIS Updates PPQ Manuals for May 13

The Animal and Plant Health Inspection Service announced changes May 13 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Fruits and Vegetables. The Fruits and Vegetables Manual (here) and the Fruits and Vegetables Import Requirements (FAVIR) database (here) have been revised in response to the detection of live Mediterranean fruit fly larvae in certain areas in Chile. Effective immediately, USDA APHIS Plant Protection and Quarantine (PPQ) will require a mandatory cold treatment (T107-a) for grapes, lemons, and pomegranates from the quarantine areas. Manual changes, indicated by black change bars in the left margin, are located on pages 3-67 through 3-69.

Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections:

Chapter 3-2 Avian Products

  • THROUGHOUT chapter - updates to information concerning Ontario and HPAI restrictions

Chapter 3-10 Hides, Skins, and Capes

  • Table 3-10-10 Untanned Skins or Capes or Birds WITH or WITHOUT Feathers (page 1 of 2) - "Canada" has been added to the first cell in the first column (If the country or region of export is:)
  • Table 3-10-11 Feathers ONLY or Products Containing Feathers (Such as Coats, Comforters, Crafts, and Pillows (page 1 of 2) - "Canada" has been added to the first cell in the first column (If the country or region of export is:)

Chapter 3-20 Trophies

  • Table 3-20-3 Feather-ONLY Trophies That Are NOT Fully Taxidermy Finished (page 1 of 2) - "Canada" has been added to the first cell in the first column (If the country or region of export is); accompanying Canadian-specific instructions have been added to the table

Chapter 3-17 Ruminant Products

  • Table 3-17-2 Ruminant Meat and Meat By-Products Locator (page 4 of 5) - 9th, 10th, and 11th cells in the third column (And:) have been altered; second-to-last cell in the final column (Then:) has been revised
  • Table 3-17-21 Cured and Dried Non-Bovine Ruminant Meat (Bone-In or Boneless) - 5th and 6th cells in the second column (And the meat is:) have been altered

Appendix A Guide to Entry Status of Animal Products in Passenger Baggage or Mail

  • THROUGHOUT appendix - updates to information concerning Ontario and HPAI restrictions

Appendix C List of Foreign Countries and Their Disease Status

  • Page C-1-2 under HPAI definition - Canadian Provinces language has been revised; language in footnote #2 has been revised
  • Table C-1-1 Foreign Countries and Their Disease Status - (page 5 of 15) "ND" has been added to fourth column (Diseases status affected with:); "ND" has been deleted from fifth column (FREE from, with NO SR:); (page 15 of 15) language in footnote #2 has been revised

Appendix G Certificates and Forms

  • Page G-1-1 under Contents heading - CFIA Annex A-9 title has been revised
  • Page G-1-29 under CFIA Annex A-9, Veterinary Certificate for Poultry Meat Products Cooked or Fresh Intended for Human Consumption Destined to the United States heading - section title has been revised; NEW Figure G-1-13
  • Page G-1-31 under Purpose heading - NEW language has been added
