APHIS Updates PPQ Manuals for June 26

The Animal and Plant Health Inspection Service announced changes June 26 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Fruits and Vegetables. The Fruits and Vegetables Manual (here) and the Fruits and Vegetables Import Requirements (FAVIR) database (here) have been revised to align with a finalized operational work plan for litchi from South Africa. Changes in the manual are on page 3-288.

Plants for Planting: The Plants for Planting Manual (here) has been updated in response to stakeholder questions about an update to the Plants for Planting Manual, 03/2015-34, issued on March 20, 2015, that included bulbs and dormant perennial revisions. These changes were made as part of the Plants for Planting 5th/6th Periodic Amendment Final Rule that was effective January 15, 2015. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:

  • Page 7-1: Moved existing text from page 7-2 to page 7-1 under new heading "Bulbs and Dormant Perennials" and replaced "nursery stock" terminology with "plants for planting" in the last sentence.
  • Page 7-2, Table 7-1: Added new column to include if from Canada and a cross-reference to page 2-11; added if from other than Canada; precleared bulbs listed in Table 7-2 if not precleared, changed to must send the bulbs to the plant inspection station; if listed in 7-2 as a dormant perennial, is not precleared, is dormant and is not dormant changed to must send to the plant inspection station
