APHIS Updates PPQ Manuals for Oct. 7
The Animal and Plant Health Inspection Service announced changes Oct. 7 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections:
Chapter 3-2 Avian Products
- Page 3-2-7 under Products NOT Covered in This Section heading - language has been added to #1 of the numbered list
Miscellaneous and Processed Products: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information:
Chapter 3 Reference
- Table 3-56 Hay, fodder, silage, stover, and straw (various herbage of plants cut and cured for forage) that is NOT a Federal noxious weed (FNW) - table has been revised to mirror information found in the Animal Product Manual
State-Managed Phytosanitary Program Manual: The Federally Recognized State Managed Phytosanitary Program Manual (here) has been revised to update National Identification Services contact information. The revision, indicated by a black change bar in the left page margin, is on Page E-7 of Appendix E: Analysis Aid for States.
U.S.-Canada Greenhouse Certification Excluded Plants: The list of Plants Excluded from the Canada/U.S. Greenhouse Certification Program (here), has been updated to include changes in Appendix II of the U.S.-Canada Greenhouse Certification Memorandum of Understanding effective Sept. 30, 2015. The revision allows plants in growing media imported into the continental United States or Canada from a third country, Hawaii, or a U.S. territory to be shipped under the Canada/U.S. Greenhouse Certification Program, provided the facility shipping the plants can document that the plants meet the phytosanitary import requirements of both Canada and the United States at the time of entry. The current program is extended until September 30, 2016 or pending completion of program revisions and signing of a new agreement (MOU).
Approved Phytophthora Facilities: The list of Approved Hosts of Phytophthora ramorum Facilities (here) has been updated, 10/2015-13, to add registry numbers to the list.
