APHIS Updates PPQ Manuals for Dec. 23

The Animal and Plant Health Inspection Service announced changes Dec. 23 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

USDA APHIS PPQ Treatment Manual: The USDA APHIS PPQ Treatment Manual (here) has been updated to modify information throughout the following chapters:

  • Chapter 3-5 "Vapor Heat and Forced Hot Air Treatment”
  • Chapter 6-7 "Certification of Forced Hot Air and Vapor Heat Treatment Facilities”
  • Chapter 6-8 "Certifying Irradiation Treatment Facilities”

Changes are indicated by black change bars in the left margin of the revised pages.

Plants for Planting: The Plants for Planting Manual (here) has been updated, 12/2015-41, to add information on Federal Order DA-2015-57, effective December 23, 2015, to expand the import prohibition of Mangifera indica (mango) seeds; and to add information on the importation of Solanum lycopersicum (tomato) plantlets in approved growing media.

  • Pages 2-23 through 2-26: Added Solanum lycopersicum (tomato) plantlets from Mexico in approved growing media from approved facilities conditions for entry
  • Page 2-26: Added currently there are no approved facilities for Solanum lycopersicum from Mexico in approved growing media. In the future you will be referred to the approved list of facilities
  • Page 2-42: Added Federal Order effective December 23, 2015 to prohibit the importation of mango seeds and fruits from Antigua and Barbuda, Saint Kitts and Nevis, and Saint Martin-Sint Maarten to the list of countries where mango seeds are prohibited entry into the United States
  • Page 4-284: Added to Mangifera spp., separated existing countries listed as prohibited/not authorized into 2 rows
  • Mangifera indica seeds, prohibited from countries and authority
  • Page 4-454: Added Solanum lycopersicum prohibited from Mexico when not meeting conditions for entry and a cross-reference to Solanum lycopersicum from Mexico
