APHIS Updates PPQ Manuals for Jan. 10

The Animal and Plant Health Inspection Service announced changes Jan. 10 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables and flowers.

Hawaii Manual: The USDA APHIS PPQ Hawaii Manual (here) has been updated. There were several reasons for the update:

  • Clarification of procedures for inspecting aircraft and baggage
  • New guidance on assessing civil penalties to passengers and crew
  • New section on inspecting mail
  • New appendix of commonly used forms and their instructions.

Changes are throughout Chapter 2-Methods and Procedures and Appendix A. Lists of tables, figures and the index have been updated accordingly.

Puerto Rico and Virgin Islands Manual: The USDA APHIS PPQ Puerto Rico and the U.S. Virgin Islands Manual (here) has been updated. There were several reasons for the update:

  • Clarification of procedures for inspecting aircraft and baggage
  • New guidance on assessing civil penalties to passengers and crew
  • New appendix of commonly used forms and their instructions.
