ITC Issues Revision 8 to 2022 HTS

The International Trade Commission posted Revision 8 to the 2022 Harmonized Tariff Schedule. The update added new secondary 10-digit tariff numbers for baby formula and products of Russia.

Normal Trade Relations. Effective 27, Russia and Belarus were removed from "Normal Trade Relations"(NTR) and added to "column 2" duty rates, alongside Cuba and North Korea.

Russian Goods. Effective July 27, certain products of the Russian Federation, as provided for in U.S. note 30(a), have been given a new secondary subheading of 9903.90.08, dutiable at 35% in column 2.

Baby Formula. Effective July 21, baby formula has been given several duty free subheadings in Chapter 99. Formula containing oligosaccharides and food preparations suitable for infants containing over 10% by weight of milk have been given a new secondary subheading of 9903.19.19. Food preparations suitable for infants containing over 10% by weight of milk not described in U.S. note 1 to chapter 4 has been given a new secondary subheading 9903.19.20.

Formula described as other food preparations containing over 10% by weight of milk, not described in additional U.S. note 8 to chapter 17, have been given a new secondary subheading of 9903.19.21. Formula described as other food preparations not containing over 10% by weight of milk has been given a new secondary subheading of 9903.19.22.
