Height Adjustable Workstations Are of US Origin for Government Procurement, CBP Says

Height adjustable workstations are products of the U.S. for government procurement purposes, CBP said in a notice released April 25. RightAngle Products had requested a ruling for its NewHeights series of electronic and manual height adjustable desks.

The raw materials for the laminate desktop and metal legs are sourced from the U.S. The only non-U.S. originating components are the table controller and the digital keyboard for the controller, both manufactured in Hungary, CBP said in the attached ruling. The Hungarian components are needed to lift and lower the desks and, according to the manufacturer, do not function on their own.

CBP found that the components imported into the U.S. underwent a substantial transformation when made into the subject workstations. The agency pointed to a similar ruling from March 7, 2017, H280512, which considered the origin of a desktop workstation. The main components of that item were a Chinese-origin lift assembly of base metal, and a U.S. originating laminated particle board work surface and keyboard tray. CBP determined that the imported lift assembly was substantially transformed as a result of the assembly performed in the U.S. to produce the finished desktop workstation, noting that the lift assembly was not functional to an end-user in and of itself.

Similar to that lift assembly, CBP found the imported controller and digital keyboard for RightAngle's height adjustable desks are substantially transformed when they are mounted to the desktop and plugged into the connector of the controller to produce the finished desks.
