The Federal Maritime Commission this week released its final rule on unreasonable carrier conduct, the last step in the FMC’s nearly two-year campaign of crafting regulations to address ocean carriers that unfairly refuse vessel or cargo space to shippers.
Although some industries may initially have an easier time complying with the EU’s new anti-deforestation rules when they take effect at the start of next year, others may face a learning curve trying to ramp up their due diligence efforts, supply chain sustainability lawyers and advisers said this week. They also warned that EU companies that trade in large volumes of goods subject to the new law likely won’t be able to comply using only a manual due diligence process.
The Bureau of Industry and Security plans to release a rule next month to propose new restrictions on certain Chinese connected vehicle imports, including certain software, sensors and cameras used in those cars, said Alan Estevez, BIS undersecretary. The rule, which would build on an advance notice of proposed rulemaking released by the agency in February (see 2402290034), is expected “sometime in August,” Estevez said during an event this week hosted by the Aspen Institute.

Shipping, trucking and freight forwarding associations urged the Federal Maritime Commission to reject a request from a group of major ocean carriers seeking to push back the effective date of the FMC’s new demurrage and detention billing requirements (see 2402230049), saying in public comments to the commission that the delay would cause widespread confusion within the shipping industry. But two of those groups said the FMC should at least consider giving the industry more time to adapt to the rules before punishing violators with fines.
