On November 1, 2010, APHIS updated its Miscellaneous and Processed Products PPQ Manual. The manual is used for regulating imported items that are processed and are not intended for propagation.
The Alcohol and Tobacco Tax and Trade Bureau has issued two proposed rules to revise its regulations to: (1) require the disclosure of the presence of cochineal extract and carmine on the labels of any alcohol beverage product containing one or both of these color additives; and (2) to allow the labeling of imported wines with multistate appellations of origin. TTB has also issued an advance notice of proposed rulemaking to consider amending the regulations concerning various winemaking terms commonly used on labels and in advertisements to provide consumers with information about the growing or bottling conditions of wine, which is available here.

The Foreign Agricultural Service announces that the Secretary of Agriculture, in coordination with the U.S. Trade Representative, intends to reestablish the Agricultural Policy Advisory Committee (APAC) for Trade and the six Agricultural Technical Advisory Committees (ATAC) for Trade. FAS is requesting nominations for persons to serve on these seven committees for a term of 4 years by December 17, 2010.

Alison, who operated several now-defunct auto businesses, has agreed to plead guilty to charges relating to illegally importing models of the Japanese muscle car made famous by the "Fast & Furious" movies into the U.S. and selling them to sports car enthusiasts and collectors.
The State Department has posted remarks by Secretary Clinton at America's Engagement in the Asia-Pacific, in which Clinton stated that in 2011, the U.S. hopes to complete discussions on the U.S.-Korea Free Trade Agreement to permit its submission to Congress; is pressing ahead with negotiations for the Trans-Pacific Partnership; will work for financial rebalancing at the G-20; and intends to create broad, sustained, and balanced growth across the Asia Pacific at the APEC Leaders Summit in Hawaii.
The Environmental Protection Agency and National Highway Traffic Safety Administration are announcing public hearings to be held for the joint proposed rules “Greenhouse Gas Emissions Standards and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles,” which will be published in the near future in the Federal Register. The agencies will also accept comment on NHTSA's Draft Environmental Impact Statement. Two hearings will be held, on November 15 and 18, 2010.
