This is a reminder that the Agricultural Marketing Service’s August 2011 final rule amending the Cotton Board Rules and Regulations to increase the supplemental assessment rate for imported cotton takes effect September 30, 2011. The final rule also revises the textile trade conversion factors used to determine the raw fiber equivalents of imported cotton-containing products and triples the number of HTS numbers subject to assessment.
The Committee for the Implementation of Textile Agreements has issued a notice announcing that interested entities can submit Offers to Supply by October 11, 2011, or provide a Rebuttal to an offer by October 17, regarding a "commercial availability" request it received under the DR-CAFTA, on behalf of Hansae Co., Ltd.

The Consumer Product Safety Commission will be holding a public roundtable on October 6, 2011 to enhance the public’s understanding of the testing and certification requirements that will be in effect starting January 1, 2012 once various testing and certification stays are lifted (on phthalates limits in toys and child care articles, lead content of children's products, and the ASTM F963 toy standard). The roundtable will also seek public comments on an outreach plan to help educate small manufacturers on the requirements.
On September 28, 2011, the Consumer Product Safety Commission announced a voluntary recall of an additional 1.7 million units of Little Tikes Workshop and Tool Sets manufactured in China and the U.S., due to a choking hazard associated with the sets' toy nails. The recall follows an August 2009 recall of about 1.6 million toy workshop sets and trucks with the same toy nails. Under federal law, it is illegal to sell or resell a recalled product.
The Consumer Product Safety Commission has posted staff responses to questions posed by Commissioner Nord regarding CPSC's April 2010 unblockable drain final rule. She posed the questions in light of the scheduled Commission vote on September 28, 2011 on a notice that would revoke CPSC's April 2010 interpretation of the term “unblockable drain” as used in the Virginia Graeme Baker Pool and Spa Safety Act. Commissioner Nord and other Consumer Product Safety Commission officials have suggested that the agency’s recent flurry of activity, including the consideration of four1 significant notices in the next few weeks, is likely triggered by Commissioner Moore’s upcoming departure at the end of October 2011. With Moore leaving, the Commission would have two Democratic and two Republican Commissioners remaining, which could increase the likelihood of tied votes.
