The Food and Drug Administration on April 13 issued a newly revised guidance document on submissions of tobacco product ingredient listings. The guidance includes information on who is required to submit ingredient lists, including importers of covered tobacco products, as well as what information should be included and how it should be submitted. The requirements apply to manufacturers and importers of cigarettes, cigarette tobacco, roll your own tobacco and smokeless tobacco, as well as cigars, electronic cigarettes, pipe tobacco and other tobacco products subject to FDA’s 2016 “deeming” rule (see 1605050011).
Canada will create a list of importers in “good standing” with the Canadian Food Inspection Agency and potentially eligible for reduced U.S. entry requirements under the Foreign Supplier Verification Program regulations, the CFIA said in a notice to industry issued April 6. The list will be accessible to the public, including the Food and Drug Administration and U.S. importers, to determine whether Canadian food suppliers meet the condition of an exemption to U.S. FSVP requirements, CFIA said. Under FSVP, food from suppliers in good standing with the regulatory authorities of countries with which the U.S. has signed equivalence agreements are largely exempt from FSVP (see 1511160014). The U.S. signed such an agreement with Canada in 2016 (see 1605040053). The list will be available once CFIA finalizes its Safe Food for Canadians Regulations, CFIA said. The regulations, proposed in 2017, are similar to those of the U.S. Food Safety Modernization Act (see 1701250050).
