Louis Sola, who was chosen earlier this year by President Donald Trump to chair the Federal Maritime Commission, said June 30 "marks the conclusion" of his tenure as chairman of the commission. Trump nominated Sola to the FMC in 2018. Terms for commissioners are five years, with one term ending each year on June 30. A commissioner may serve up to an additional two years until a successor is named.
A Federal Maritime Commission administrative law judge has approved a confidential agreement to settle allegations that Texas-based freight forwarder Sealink International (SLI) illegally sold the cargo of California-based exporter Triple L Global (TLG) to an unknown buyer without permission and without the required 10-day written notice, according to an FMC order served June 24. TLG filed the complaint against SLI in August 2024 (see 2408070042). SLI denied the allegations.
Multiple Federal Maritime Commission systems may be unavailable overnight from 8 p.m. to 7 a.m. ET until further notice, including the FMC's e-Agreements and e-Monitoring applications, Form 1 (FMC1), Form 18 (FMC18), Form 65 (FMC65) and license renewals for ocean transportation intermediaries. Users experiencing problems with those systems outside those hours should contact the FMC's Office of Information Technology Helpdesk.
The Pentagon this week issued an updated "decision matrix" to help Defense Department program managers review fundamental research proposals for signs of possible foreign influence and mitigate those risks. The guidance outlines certain activities "prohibited by law" that would bar researchers from receiving Pentagon funding and "describes conditions under which mitigation is required or suggested prior to receiving" the funding.
Rep. Keith Self, R-Texas, introduced a bill June 12 that would increase the congressional notification threshold for exports of firearms controlled under Category I of the U.S. Munitions List. The legislation would set the threshold at $4 million, up from $1 million, a level set in 1976. The bill was referred to the House Foreign Affairs Committee.
The House approved bills late June 23 dealing with anti-piracy sanctions and foreign investment in U.S. farmland.
The Office of Foreign Assets Control this week sanctioned Giovanni Vicente Mosquera Serrano, who is "involved in" the drug trafficking and financial operations of the transnational criminal group Tren de Aragua. The agency said Mosquera Serrano oversees drug trafficking efforts and murders on behalf of the gang in Colombia, and he also manages the "financial proceeds" of the gang’s criminal activities. The State Department is offering up to $3 million in rewards for information leading to his arrest or conviction.
