The Commerce Department is finalizing its determination that imports of high carbon steel wire from Mexico that are processed into prestressed concrete steel wire strand in the U.S., are circumventing the antidumping duty order on prestressed concrete steel wire strand from Mexico (A-201-831).
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of ceramic tile from India (C-533-929), after finding subsidization of Indian producers in the preliminary determination of a CVD investigation, released Sept. 26. Suspension of liquidation and cash deposit requirements generally take effect Sept. 27, but Commerce is making the suspension of liquidation and CVD cash deposits retroactive to June 29 for some Indian companies.
The Commerce Department on Sept. 26 released antidumping and countervailing duty orders on brass rod from Israel (A-508-814/C-508-815). The orders set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.
EPA may require manufacturers, importers and exporters of 30 chemical substances that are subject to premanufacture notices or microbial commercial activity notices under the Toxic Substances Control Act (TSCA) to notify the agency at least 90 days ahead of time, it said in a notice on the proposed significant new use rules (SNUR).

USDA's Animal and Plant Health Inspection Service is allowing the importation of fresh table beet root (Beta vulgaris L.) for consumption from the U.K., it said. APHIS will allow fresh table beet root imports effective Sept. 27, it said in a notice. "Based on findings of a pest risk analysis, which we made available to the public for review and comment through a previous notice, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh table beet root from the United Kingdom," APHIS said.

Three Republican senators reintroduced a bill to end permanent normal trade relations with China, and to set tariff rates of at least 35% for Chinese goods, if the Column 2 tariffs are not that high, as well as 100% tariffs on 38 pages of Harmonize Tariff Schedule lines enumerated in the bill.
Rep. Jodey Arrington, R-Texas, a member of the House Ways and Means Committee and chairman of the Budget Committee, recently introduced a bill that would allow the administration to impose Section 301 tariffs on goods made outside of China if they are made by Chinese firms.
