The Animal and Plant Health Inspection Service announced changes Dec. 17 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.
Imports of sand pears (Pyrus pyrifolia) from China to the U.S. will be allowed, with certain conditions, effective Jan. 18, said the Animal and Plant Health Inspection Service in a final rule. The conditions will apply to all sand pears imported from China.
The Animal and Plant Health Inspection Service updated its policy for importing shipments of coconut seeds for planting. Effective Jan. 1, APHIS will no longer offer the option to recondition sprouted coconut seeds for planting. Coconut seed shipments that have sprouted at the time of inspection will be refused entry, APHIS said. More information is available here.
The Italian regions of Lombardia, Emilia-Romagna, Veneto, and Piemonte, and the autonomous provinces of Trento and Bolzano are free of swine vesicular disease (SVD), said the Animal and Plant Health and Inspection Service, so requirements for importing pork and pork products and swine may be relaxed. APHIS is asking for comments by Feb. 19 on its determination, which will be available on regulations.gov in docket number APHIS-2012-0094-0001. APHIS also found that because of these regions’ proximity to other SVD-affected regions, additional restrictions will be necessary, it said.

The Animal and Plant Health Inspection Service is removing some conditions on importing live swine, swine semen, pork, and pork products from Europe, as well as restrictions on importing these products from Estonia, Hungary, Slovakia, and Slovenia. Effective Jan. 16, APHIS is removing the requirement for a 40-day holding period for swine semen, and donor boars after the collection of swine semen, for the European CSF (classical swine fever) region. The agency is also adding Estonia, Hungary, Slovakia, and Slovenia to the APHIS-defined European CSF region, adding Estonia, Slovakia, and Slovenia to the list of regions APHIS considers free of swine vesicular disease (SVD), and adding Slovakia and Slovenia to the list of regions APHIS considers free of foot-and-mouth disease (FMD) and rinderpest. These actions will relieve some restrictions on the importation into the U.S. of certain animals and animal products from those regions, APHIS said.
