The Animal and Plant Health Inspection Service reopened the comment period on its January 24, 2011, interim rule that prohibited or restricted the import of bird and poultry products from regions where any subtype of highly pathogenic avian influenza is considered to exist. The interim rule also imposed restrictions on imports of live poultry and birds that have been vaccinated for certain types of avian influenza, or that have moved through regions where any subtype of highly pathogenic avian influenza is considered to exist.
The House Natural Resources Committee gave its approval June 7 to HR-3210, the Retailers and Entertainers Lacey Implementation and Enforcement Fairness (RELIEF) Act. If enacted, the bill would amend the Lacey Act to exempt its application to pre-2008 plant imports and products. An amendment introduced by Rep. John Fleming (R-La.) removed provisions that would require a new certification process, adequate funding for the processing of declarations, Federal Trade Commission review etc.

Mexico removed restrictions on imports from four California counties of some commodities, including stone fruit and table grapes, following eradication of the European grapevine moth from Fresno, Mendocino, Merced, and San Joaquin counties, said APHIS. The commodities had been under quarantine since the first detection of the moth in 2009. Mexico also began requiring additional treatments on exports of fresh table grapes and stone fruit from counties under quarantine for the pest, said APHIS. Mexico removed its restrictions on exports following APHIS’ announcement that the moths had been eradicated in the four counties.

A treatment schedule for methyl bromide fumigation of cottonseed for the fungal plant pathogen Fusarium oxysporumf. sp. vasinfectum (FOV) was added to the Plant Protection and Quarantine Treatment Manual, said the Animal and Plant Health Inspection Service. APHIS also prepared a treatment evaluation document that describes the new treatment schedule and says APHIS determined that it is effective at neutralizing FOV, certain strains of which are quarantine pests, and is requesting comments on its treatment schedule by July 30.
