The Animal and Plant Health Inspection Service is reopening the comment period on its proposed rule that would relieve certain restrictions regarding the movement of fresh Hass variety avocados. Among other things, APHIS proposed to provide for the interstate movement of Hass avocados from the Mediterranean fruit fly quarantined areas in the U.S. with a certificate; and to remove certain trapping requirements for Hass avocados imported from the State of Michoacan, Mexico and from Peru. The Animal and Plant Health Inspection Service is reopening the comment period for its interim rule, effective January 24, 2011, which prohibited or restricted the importation of birds, poultry and their products from regions where any subtype of highly pathogenic avian influenza (HPAI) is considered to exist. APHIS’ interim rule also imposed restrictions concerning importation of live poultry and birds that have been vaccinated for certain types of avian influenza, or that have moved through regions where any subtype of HPAI is considered to exist.

During recent trade events1, U.S. Customs and Border Protection officials discussed the ACE Document Image System (DIS), and stated that the agency plans to push imaged documents received from the trade to Participating Government Agencies (PGAs) by August 2011. This will facilitate a single automated gateway that will accept supporting documents that may be needed during the cargo importation and entry summary processes.
