The Journal of Commerce reports that the Coast Guard had closed all ports from New Orleans to the Florida Panhandle ahead of the arrival of Hurricane Katrina on the morning of August 29, 2005. The article reports that the Coast Guard set Hurricane Condition X-Ray or Condition Three, for affected ports on Saturday, meaning the ports were open for departing vessels, but no vessels were allowed to come into port with the exception of inland barge traffic. The Hong Kong Trade Development Council (HKTDC) reports that on August 16 & 17, 2005, the U.S. and China held negotiations on a broad bilateral textile agreement. HKTDC states that negotiations are expected to resume and it is possible that the countries could agree to some type of documentation system similar to the Electronic Visa Information System (ELVIS) mechanism. HKTDC states that the lack of such a system was partly to blame for the very rapid embargoes experienced by a number of Chinese products in 2005. The Animal and Plant Health Inspection Service (APHIS) has posted to its Web site an updated table which lists information on trade bans imposed by foreign countries on U.S. exports due to Bovine Spongiform Encephalopathy (BSE). In addition, APHIS makes available a similar table for trade bans imposed by foreign countries due to avian influenza (avian flu).
