In the April 10 Customs Bulletin (Vol. 58, No. 14), CBP published a proposal to revoke ruling letters concerning various spot locator beacons.
A change in ACE that will restrict the filing of Type 86 entries to upon or prior to arrival of the goods has been “delayed until further notice,” CBP said in a CSMS message. Previously scheduled for April 13, the now-postponed deployment would shorten the time frame for Type 86 entries (see 2401120070), which is currently the same for formal entries at a maximum 15 days after arrival. “Once a new deployment date is determined, a subsequent CSMS will be issued advising of the new deployment date,” CBP said. “As a reminder, this update will prevent Entry Type 86 transactions from being filed after the arrival of a conveyance.”
The Treasury Department announced on April 12 that it will add Russian-origin aluminum, copper and nickel to existing import bans on Russian goods, which already cover Russian jewelry and seafood. The ban applies to all aluminum, copper and nickel of Russian origin produced on or after April 13.
A recent bill from House Ways and Means Committee member Rep. Beth Van Duyne, R-Texas, would change the drawback statute so that items that have a Harmonized Tariff Schedule description beginning with "other" no longer would be ineligible for unused substitution drawback, drawback expert Dave Corn said.
A new bill from the Senate Foreign Relations Committee's top Republican and a Democratic member would renew the African Growth and Opportunity Act trade preference program for 16 years, offer more flexibility on country eligibility reviews, and soften the high-income graduation rules.

The Commerce Department has released the final results of the antidumping duty administrative review on mattresses from Thailand (A-549-841). Commerce continued to assign the only company under review, Saffron Living Co., Ltd., an AD rate of 763.28%. A new 736.28% AD cash deposit rate takes effect for Saffron Living on April 12. Commerce will assess AD on importers of subject merchandise from Saffron entered May 1, 2022, through April 30, 2023, at that 763.28% rate.
The Commerce Department has published the final results of the antidumping and countervailing duty administrative reviews on refillable stainless steel kegs from China (A-570-093/C-570-094). These final results will be used to set final assessments of AD/CVD on importers for subject merchandise entered Dec. 1, 2021, through Nov. 30, 2022, for AD and in calendar year 2021 for CVD.
