The Commerce Department has released the final results of the antidumping duty administrative review on carbazole violet pigment 23 from India (A-533-838). Commerce said it made no changes to its preliminary results, which determined that the three companies under review -- Gharda Chemicals, Ltd., Meghmani Pigments, and Navpad Pigments Pvt. Ltd. -- did not undersell subject merchandise during the period of review, and assigned them a zero percent AD rate. Subject merchandise from the three companies entered Dec. 1, 2022, through Nov. 30, 2023, will be liquidated without assessment of AD, and future entries of subject merchandise from the three companies won't be subject to AD cash deposit requirements until further notice. Changes to cash deposit rates from these final results take effect Jan. 17.

The FDA is amending its color additive regulations to allow for the use of myoglobin to color ground beef and poultry analogue products, it said. The change was requested by Motif FoodWorks. The order takes effect Feb. 19.
The Alcohol and Tobacco Tax and Trade Bureau is again proposing to require an “Alcohol Facts” label and require food allergen disclosures on all alcoholic beverage labels subject to TTB regulation, it said in a pair of final rules released Jan. 16.
House Select Committee on China Chairman John Moolenaar, R-Mich., announced Jan. 15 that Margaret Harker will be the panel’s new general counsel. Harker most recently was deputy chief counsel for investigations at the House Oversight and Government Reform Committee. Moolenaar also announced that Alyssa Pettus will become his panel’s communications director, and David Russell will become senior adviser for policy and communications. Dave Hanke will remain staff director.
Reps. Suzan DelBene, D-Wash., and Don Beyer, D-Va., reintroduced a bill that would remove the possibility of a president using the International Economic Emergency Powers Act to impose quotas or tariffs. Most lawyers think Trump would use IEEPA for a global tariff. The statute is currently used to impose sanctions on parties in Iran, Belarus, Burma, Ethiopia and dozens of other countries.

CBP created Harmonized System Update 2501 on Jan. 13, containing 228 Automated Broker Interface (ABI) records and 47 Harmonized Tariff Schedule records. HSU 2501 includes several PGA HTS flag updates as well as adjustments required by the verification of the 2025 Harmonized Tariff Schedule.
CBP will be requiring producers of automotive parts and vehicles to supply more data elements to prove that these goods are eligible for preferential tariff treatment under the trade agreement between the U.S., Mexico and Canada, according to an interim final rule released Jan. 16.
