The Commerce Department has published the final results of its countervailing duty administrative review on common alloy aluminum sheet (aluminum sheet) from China (C-570-074). The agency calculated new CVD cash deposit rates for the Chinese producers and exporters listed below. These final results will be used to set final assessments of CVD on importers for entries Jan. 1, 2022, through Dec. 31, 2022.
EPA is will delay until July 2025 a new requirement to submit data for manufacturers and importers of perfluoroalkyl and polyfluoroalkyl substances (PFAS), it said in a direct final rule. The agency said it is making a one-time modification to change the beginning of the data submission period from Nov. 12, 2024, to July 11, 2025, with a corresponding change to the end of the submission period, depending on the submission type. The final rule is effective on Nov. 4. However, if EPA receives adverse comments on the rule, it will withdraw the rule and replace it with a proposed rule, which is also set to be published in the Federal Register on Sept. 5.

The U.S. Court of Appeals for the Federal Circuit during oral argument on Sept. 3 strongly questioned the U.S. in a customs case on whether cookware imports from Meyer Corp. qualify for first sale treatment. Judges Sharon Prost, Todd Hughes and Tiffany Cunningham questioned the government's defense of the Court of International Trade's decision to deny Meyer first sale valuation seemingly based on an adverse inference drawn against the company for its failure to submit its parent company's financial information (Meyer Corp. v. United States, Fed. Cir. # 23-1570).
