CBP announced an Enforce and Protect Act investigation and said it has reasonable suspicion that Broadcreek Marketing Associates, Dorado Surfaces, Kingka Cabinet and Multistone Enterprises evaded the antidumping and countervailing duty orders on quartz surface products from China. The agency enacted interim measures against the importers.
Witnesses at the annual African Growth and Opportunity Act eligibility review hearing contradicted an earlier comment from the Ethiopian government, which argued that Tigray has been relatively peaceful since November 2022, and basic services such as electricity, water, phone service, education and healthcare have been restored in the region. "Following widespread and substantial reforms of the food assistance structure, which allowed for enhanced oversight and beneficiary selection, USAID resumed food assistance across Ethiopia," Ethiopian representatives wrote.
Homeland Security Investigations is promoting New York HSI Special Agent in Charge Ivan Arvelo to be assistant director of global trade, replacing James Mancuso, who retired. The assistant director of global trade at HSI is responsible for combating the theft of U.S. intellectual property around the world. The acting director of HSI's trade division, Mike Ball, said during the June 26 Commercial Customs Operations Advisory Committee meeting that Arvelo will take over in the fall.

The Animal and Plant Health Inspection Service initiated 525 agricultural quarantine inspection cases, issued 198 AQI-related official warnings and reached 428 AQI-related pre-litigation settlement agreements in FY 2023, leading to the collection of more than $1 million in penalties, APHIS said in an annual summary of enforcement data released June 27. The agency said one case involved a $360,000 civil penalty “for improper disposal of regulated garbage,” and in another case APHIS negotiated a $150,000 pre-litigation settlement agreement to resolve violations of the Plant Protection Act involving the shipment of plants for planting without APHIS-issued permits or phytosanitary certificates.
