The Treasury Department published its spring 2024 regulatory agenda for CBP. The agenda continues to list a proposed rule to amend CBP’s regulations on the entry of “certain low-value shipments not exceeding $800 that are eligible for an administrative exemption from duty and tax.”
The Commerce Department issued antidumping duty orders on paper shopping bags from Cambodia (A-555-002), China (A-570-152), Colombia (A-301-805), India (A-533-917), Malaysia (A-557-825), Portugal (A-471-808), Taiwan (A-583-872) and Vietnam (A-552-836), and countervailing duty orders on paper shopping bags from China (C-570-153) and India (C-533-918).

The Commerce Department has published the preliminary results of its antidumping duty administrative review on steel nails from Taiwan (A-583-854). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from 23 exporters remaining in the review that was entered July 1, 2022, through June 30, 2023.
The Commerce Department on July 12 released a proposed rule updating various aspects of its antidumping and countervailing duty regulations. The agency said the changes largely "codify existing procedures and methodologies" and also "create or revise" provisions related to the "collection of cash deposits," use of AD rates on nonmarket economy nations, calculation of an all-others' rate, respondent selection and "attribution of subsidies received by cross-owned input producers and utility providers to producers of subject merchandise."
The Commerce Department issued notices in the Federal Register on its recently initiated antidumping and countervailing duty investigations on low-speed personal transportation vehicles from China (A-570-176/C-570-177). The CVD investigation covers entries Jan. 1 - Dec. 31, 2023. The AD investigation covers entries Oct. 1, 2023 - March 31, 2024.
The Commerce Department has published the preliminary results of its antidumping duty administrative review on prestressed concrete steel wire strand from Malaysia (A-557-819). In the final results of this review, Commerce will set an assessment rate for subject merchandise for the single company under review entered June 1, 2022, through May 31, 2023.

The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with May anniversary dates. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications on or about Aug. 5 to avoid being assigned high China-wide or Vietnam-wide rates.
