The Foreign Trade Zones Board issued the following notices for June 16:
The Commerce Department’s Bureau of Industry and Security (BIS) amended the Export Administration Regulations (EAR) to replace obsolete descriptions and commodity numbers for certain unprocessed western red cedar, crude oil and petroleum products. The final rule will not affect BIS’s current enforcement practice with respect to these "short supply" commodities, it said. The final rule updates the Schedule B numbers used when filing in the Automated Export System.
A U.S. yarn manufacturer on June 11 asked the Commerce Department’s Office of Textiles and Apparel (OTEXA) to remove a type of yarn from the short supply list under the Dominican Republic-Central America Free Trade Agreement (DR-CAFTA). Buhler Quality Yarns Corp. requested the removal of certain ring spun single yarns of English yarn number 30 and higher of 0.9 denier or finer micro modal fibers. It says the company that originally requested that the yarn be put on the short supply list also supports the yarn’s removal.
The Commerce Department’s Bureau of Industry and Security issued an amendment to correct a minor typographical error in a May 29 rule to change the address of a Samsung China Validated End-User facility. The rule changed the Samsung China Semiconductor Co. address from Xinglong Street, Chang'an District, Xi'an, People's Republic of China 710065 to No. 1999, North Xiaohe Road, Xi'an, China 710119 (see 14060219).

The Commerce Department’s Bureau of Industry and Security (BIS) amended the Export Administration Regulations (EAR) to add to the Unverified List 29 entities with addresses in China, Hong Kong, Russia and the United Arab Emirates. The Unverified List includes entities for which the U.S. government failed to complete satisfactory end-use checks, and therefore could not verify the entities' bona fides. BIS also amended the EAR to require Automated Export System filings for all tangible items subject to the EAR that involve Unverified List entities. Effective June 16, BIS added the following entities:
The Commerce Department’s Bureau of Industry and Security (BIS) on June 12 prohibited California-based Western Advanced Engineering Company from directly or indirectly participating in transactions that involve commodities, software or technology subject to the Export Administration Regulations (EAR) for three years. BIS determined the firm exported a 24’’ Hot Melt Prepreg Machine for Uni-directional Tape from the U.S. to Spain without the proper U.S. government authorization. BIS is also charging Ohio-based Litzler Co., a company that it considers a successor to Western Advanced Engineering Company.
