The Commerce Department has released the final results of the antidumping and countervailing duty administrative reviews on softwood lumber products from Canada (A-122-857/C-122-858). These final results will be used to set final assessments of AD/CVD on importers for subject merchandise entered Jan. 1, 2021, through Dec. 31, 2021.
Colombia, Canada, Argentina, Mexico and Brazil recently announced antidumping and countervailing duty actions and decisions on certain products from mainland China, the Hong Kong Trade Development Council reported July 27.
The Commerce Department is finalizing its determination that imports of hardwood plywood from Vietnam made from Chinese and third-country inputs are circumventing antidumping and countervailing duties on hardwood plywood from China (A-570-051/C-570-052).
The Commerce Department is issuing antidumping and countervailing duty orders on freight rail couplers from China (A-570-145/C-570-146). The orders, set for publication July 14, set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.
The Commerce Department announced the opportunity to request administrative reviews by July 31 for producers and exporters subject to 51 antidumping duty orders and 18 countervailing duty orders with July anniversary dates.
CBP reversed an evasion determination against Scioto Valley Woodworking, after initially having found that Scioto had imported Chinese wooden cabinets and vanities by transshipment through Malaysia using adverse facts available. Upon review, CBP found the use of AFA was unwarranted and said evidence showed the manufacturer, Alno, could and did produce wooden cabinets and vanities in Malaysia.

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on paper shopping bags from Cambodia, China, Colombia, India, Malaysia, Portugal, Taiwan, Turkey and Vietnam (A-555-002, A-570-152, A-301-805, A-533-917, A-557-825, A-471-808, A-583-872, A-489- 849, A-552-836), and its countervailing duty investigations on paper shopping bags from China and India (C-570-153, C-533-918). The CVD investigation covers entries for the calendar year 2022. The AD investigations for Cambodia, Colombia, India, Malaysia, Portugal, Taiwan and Turkey cover entries April 1, 2022, through March 31, 3023, and for China and Vietnam they cover entries Oct. 1, 2022, through March 31, 2023.
