The Commerce Department issued a notice to correct rates listed in a recent countervailing duty order on pentafluoroethane (R-125) from China (C-570-138) (see 2203020063). The March 3 order, issued at the same time as the antidumping duty order on R-125, incorrectly listed the applicable CV duty rates for the companies covered by the order, "due to a typographical error," the agency said March 8.
The Commerce Department is issuing antidumping and countervailing duty orders on collated pentafluoroethane (R-125) from China (A-570-137/C-570-138). The orders, set for publication March 3, set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.
An investigation by CBP into alleged evasion of countervailing duties and antidumping duties on wooden cabinets from China has found substantial evidence of evasion by two importers. In a final EAPA determination, CBP found that importers, Splendid Trading and Superior Granite and Marble, engaged in a scheme to transship Chinese wooden cabinets through Malaysia, announcing that it will continue to suspend liquidation and require cash deposits on entries from the two importers.

Colombia and Canada recently announced antidumping duty and countervailing duty actions and decisions on certain products from mainland China, the Hong Kong Trade Development Council reported Feb. 17. Colombia recently denied a request by a domestic producer to renew the AD order on certain flat‑rolled galvanized steel sheet from China and “adopt an anti‑circumvention measure.” Colombia previously rescinded this order through a sunset review and “terminated a parallel anti‑circumvention review.”

The trade provisions of the America COMPETES Act of 2022, the House's answer to the Senate U.S. Innovation and Opportunity Act, proposes some dramatic changes to antidumping and countervailing laws. The ADD/CVD section draws on a bipartisan bill from the Senate led by Ohio's two senators, but co-sponsored by Sen. Todd Young, R-Ind. Young will be a major player on the conference committee, so that suggests that the ADD/CVD changes could well end up in the final package.
