The Office of Management and Budget has approved an Animal and Plant Health Inspection Service proposed rule entitled "Importation of Live Dogs."
The Animal and Plant Health Inspection Service has issued a final rule that amends its regulations, effective September 22, 2011, to allow, under certain conditions, the importation of commercial shipments of peppers from Panama into the U.S. without treatment. Conditions of entry to which the peppers will be subject include trapping, pre-harvest inspection, and shipping procedures. This action will allow for the importation of peppers from Panama into the U.S. while continuing to provide protection against the introduction of quarantine pests. [D/N APHIS-2010-0002]

An Animal and Plant Health Inspection Service official has stated by phone that he expects the trade to switch to the improved Lacey Act Amendment Plant and Plant Product Declaration Form (PPQ 505, dated August 2011) as soon as possible. He expected that importers could be using the new form exclusively after a few weeks have passed. The revised form PPQ 505 is in landscape format and has a new Supplemental Form (PPQ 505B) for additional articles and parts.
The Animal and Plant Health Inspection Service is advising the public that it has received a request from Argentina to recognize additional areas as pest-free areas for the South American fruit fly (Anastrepha fraterculus) and all other economically important species of Anastrepha. After reviewing the documentation submitted in support of this request, the Administrator of APHIS has determined that these areas meet the regulatory criteria for recognition as pest-free areas.
The Animal and Plant Health Inspection Service has posted to its website a revised version of the Lacey Act Amendment Plant and Plant Product Declaration Form (PPQ 505) for imported plants and plant products. APHIS has also posted a new Supplemental Form (PPQ 505B) for additional articles and parts.
APHIS is advising the public that it has prepared a pest risk analysis that evaluates the risks associated with the importation into the continental United States of fresh shredded lettuce from Egypt. APHIS believe that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh shredded lettuce from Egypt.
