Section 301 tariff exclusions

The Office of the U.S. Trade Representative has established an exclusion process for Section 301 tariffs on China. In a series of rounds since the tariffs took effect, importers have been able to request exclusions from the tariffs, as well as extensions to existing exclusions. Many exclusions have been allowed to expire, as well. Section 301 exclusions are applicable to all importers of a given good, which may be defined as an entire tariff schedule subheading or a subset of a subheading outlined in a written description.

Search Primer

Multi-word term: Place inside quotes to ensure an exact match together (e.g. "China import").

Term list: Separate terms with spaces, not commas or semicolons to find either word (e.g. AD/CVD antidumping).

Acronyms: Use all capital letters (e.g., ACE).

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., CBP +releases).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Brake Drums: Details of AD/CVD Orders for China and Turkey

The Commerce Department issued antidumping and countervailing duty orders on certain brake drums from China (A-570-174/C-570-175) and Turkey (A-549-853/C-549-854). The orders set permanent antidumping and countervailing duties that will remain in place unless revoked by Commerce, which may take place only under certain conditions, such as a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.

APHIS to Stop Accepting Paper Submissions of PPQ 505 Forms in 2026

The USDA's Animal and Plant Health Inspection Service will stop accepting paper submissions of the Plant Protection and Quarantine (PPQ) 505 or 505B form as of Jan. 1, 2026, APHIS said in an emailed alert. Filers will need to submit their declarations using CBP's ACE or the USDA-APHIS Lacey Act Web Governance System (LAWGS). Those who submit a paper declaration after Jan. 1 will be violating the Lacey Act, APHIS said.

US Seeks $56K Default Judgment Against Importer of Chinese Tires

The U.S. filed a motion for default judgment at the Court of International Trade on Aug. 10 against importer Rago Tires, seeking $56,435.48 for gross negligence in classifying its tires as not subject to antidumping duties and countervailing duties (United States v. Rago Tires, CIT # 24-00043).
