President Barack Obama announced his intent to nominate on Oct. 4 Arun Kumar for Assistant Secretary and Director General of the United States and Foreign Commercial Service at the International Trade Administration and Kelly Welsh for Department of Commerce General Counsel. Kumar had an extensive career in the private sector, most recently serving a partner and member of the Board of Directors at KPMG from 2005 until his 2013 retirement. Welsh is currently the Executive Vice President and General Counsel for Northern Trust Corporation, a position held since 2000. Welsh also has led a multi-decade career in the private sector.

The Commerce Department’s Bureau of Industry and Security (BIS) has issued a final rule that implements revisions to the Commerce Control List (CCL) without requiring changes to multilateral export control regime guidelines or lists. BIS originally published the changes in a Nov. 29, 2012 proposed rule. The final rule also makes changes and clarifications to the April 6 and July 8 final rules that authorized transfers from the U.S. Munitions List and the CCL, as part of the administration's Export Control Reform. This final rule revises notice of inquiry for export shipping licenses, issued on July 5, 2012, as well. International Trade Today will publish more on this final rule in the coming days.

The Municipality of Anchorage submitted an application to the Foreign-Trade Zones Board to reorganize FTZ 160 under the Alternative Site Framework, according to an FTZB Federal Register notice published Sept. 30. Under the reorganization, the FTZ would cover the Municipality of Anchorage, Alaska. ASF streamlines processes for designation of new FTZ subzones and usage driven sites within the larger service area. Comments on the application are due by Nov. 29.
